The city has 10 business days to respond under the Texas Public Information Act.

Texas Public Information Act
All Texas government agencies, including the City of Irving and Dallas County, must comply with the Texas Public Information Act (Texas Government Code Chapter 552). This law gives you the right to request and receive records from any Texas government body. You don't need to state your reason for the request and you don't need to be a Texas resident.
The agency must respond within 10 business days. If records are withheld, the agency must seek a ruling from the Texas Attorney General before refusing. If they skip that step and still withhold records, you can file a complaint. The Texas AG's open government office at texasattorneygeneral.gov/open-government handles complaints and provides a public information handbook you can download for free.
