Pharr Public Records

Pharr public records come from two sources: the City of Pharr and Hidalgo County. The city holds its own police reports, municipal court filings, and city secretary documents, while Hidalgo County courts handle civil, criminal, and family law cases for Pharr residents. This page covers how to locate each type of record, how to submit a request under Texas open records law, and what to expect in terms of response times and costs from both the city and the county.

County Public Records for Pharr

Pharr is located in Hidalgo County, in the Rio Grande Valley. The Hidalgo County District Clerk handles civil and felony criminal cases filed in district courts. The Hidalgo County Clerk manages misdemeanor court records, probate filings, deed records, and vital records. Both offices are in Edinburg, the county seat. For full details on how to search county court records, what each office holds, and current fees, see the Hidalgo County public records page.

The statewide court search at re:SearchTX covers Hidalgo County courts. You can search by name or cause number at no cost. Basic case information including party names, filing dates, and hearing status shows up in the free search. Full document access needs a paid account, but the free lookup is useful for most general searches.

Hidalgo County is one of the more active court systems in South Texas, with a large number of civil and family law filings each year. Property records for Pharr addresses are maintained by the Hidalgo County Appraisal District, which publishes ownership and valuation data online at no charge. Deed records going back further in time are held by the County Clerk's real property index.

Pharr City Secretary and Open Records

The City Secretary's Office is the right contact for open records requests directed at any City of Pharr department. This includes records from city administration, planning and zoning, public works, finance, utilities, and other city bodies. The City Secretary routes requests and tracks the response deadline under the Texas Public Information Act.

Pharr official website - Pharr public records

The city website at pharr-tx.gov lists departments and contact information. Some city records such as council meeting minutes, adopted ordinances, and budget documents may be posted online. When what you need is not available on the site, a written open records request to the City Secretary's Office is the correct approach.

Under the Texas Public Information Act, the city has 10 business days from receipt of a written request to respond. That response must be one of three things: the records themselves, a written cost estimate, or a request to the Texas Attorney General for a ruling on any claimed exemption. Simply not responding is not permitted.

Pharr Police Department Records

The Pharr Police Department maintains incident reports, traffic accident reports, arrest records, and related law enforcement files. These are city records held by the police department, separate from anything at the Hidalgo County level. Requests go through the city records process, not through the county.

The screenshot below shows the Pharr Police Department page, where you can find contact information and guidance on requesting records from the department.

When requesting a police report, include the incident date, location, and type of event. Provide any names or report numbers if you have them. Active investigation files are exempt from release under Texas law, and personal information for crime victims is redacted before records go out. Standard reports are typically ready within the 10-business-day window. Traffic accident reports may also be available through the Texas Department of Transportation crash records portal for incidents with no ongoing criminal investigation.

Pharr Municipal Court Records

Pharr Municipal Court handles Class C misdemeanor cases: traffic tickets, parking violations, and city ordinance offenses that occur within city limits. These cases are filed with the city, not with Hidalgo County. Municipal court records are city records and will not appear in Hidalgo County court records or in the re:SearchTX statewide database.

Contact the municipal court directly to check on a citation, confirm a scheduled hearing date, or get case status information. For formal records requests tied to municipal court files, you can also route the request through the City Secretary's Office. When requesting older cases, a case number or the full name of the defendant along with an approximate date is the most useful information to provide.

Keep in mind that Class A and B misdemeanor cases, which are more serious charges, go to Hidalgo County court and not to Pharr Municipal Court. If you are researching a case and the offense was more than a minor traffic or ordinance violation, check Hidalgo County records first.

Fees and Processing Times

Standard paper copy costs at City of Pharr offices are $0.10 per page. Digital records that are already in electronic form may be provided at no charge in many cases, particularly when the request is routine and doesn't require significant staff time. Audio and video records are priced at actual duplication cost.

If a request will cost more than $40, the city must provide a written cost estimate before starting work. You then have 10 business days to confirm you want to proceed. If you don't respond, the request is considered withdrawn. Narrowing the scope of a large request can help reduce cost and speed up the process.

Free resources are available for many common searches. Re:SearchTX is free for basic court case lookups. The Hidalgo County Appraisal District offers free property searches online. City meeting minutes and ordinances are often posted on the city website at no cost. Start with those sources. Reserve formal written requests for records that don't appear in any online database.

Hidalgo County clerk fees for certified copies and document requests are set by the county and differ from city fees. Check the Hidalgo County records page for current county fee schedules before requesting certified copies of court documents or deed records.

Texas Public Information Act

The Texas Public Information Act, codified in Texas Government Code Chapter 552, gives every person the right to request records from Texas government bodies. No reason is needed. The law applies to the City of Pharr, Hidalgo County, and all of their departments and agencies. You don't have to be a Texas resident to file a request.

The response deadline is 10 business days from the date the government body receives your written request. If an exemption is claimed, the agency must ask the Texas Attorney General for an opinion within that same window rather than simply refusing. Common exemptions include active investigation records, certain employee personnel files, and attorney-client communications. The AG's opinion is binding.

The Texas Attorney General's Open Government Division at texasattorneygeneral.gov/open-government handles PIA complaints and publishes guidance and past opinion letters. Filing a complaint costs nothing. If you believe the city or county denied your request without a valid basis, the AG's office is where to report it.

You can submit open records requests by email, fax, mail, or in person. Email tends to be the fastest method and creates a clear paper trail. Keep copies of every request and every response. If the city or county fails to respond within 10 business days without notifying you of a delay, that is a violation and can be reported to the AG.
